ChatGPT dictation isn’t working
The short version : it breaks in one of three places, and they are worth testing in this order — the button you pressed, the microphone on the browser side, the microphone on the Windows side. The order is the whole diagnosis. Most people stop at the first one and never needed the rest.
And the most common case isn’t a fault at all : nothing is broken, you are in the wrong mode. That one is worth ruling out before you touch a single setting.

The mix-up behind most of these
ChatGPT can take your voice in two entirely different ways, and they sit next to each other. Dictation writes your words into the message box and waits for you to send. Voice conversation holds a spoken exchange and answers out loud. If you speak and get an answer back without ever seeing your own words on screen, you are in the second one — and it is working perfectly.
This matters because it is the case no setting will fix. People go and dig through browser permissions for something that was never a permission problem.
Where to actually look, if it is a permission
Two settings sit above each other, and the lower one wins. In the browser, microphone access is granted per site, and a refusal you clicked once is remembered silently. In Windows, microphone access can be off for an app or for the whole machine, in which case nothing you change in the browser will help — the tell is that no other app hears you either.
The way of writing that none of this can break
Everything above depends on a web page having permission to hear you. There is another way in : dictate at the operating system level. Your words go wherever the cursor already is, so the page has no say in it — no per-site permission, no button to hunt for, and the same behaviour in a message box, a document or a code editor. It also means a site redesign can’t take it away from you.
That is what SpeakApp does on Windows, and it is the reason this page exists rather than a list of numbered fixes.
What we would rather tell you now
Dictation sends your audio to a speech service to be turned into text : it needs an internet connection, and it is not doing the work on your machine. If what you need is dictation that keeps running with no connection at all, Windows ships its own offline option, and we would rather say so here than let you find out after installing something.

Getting your words in is the solved half. Getting the answer back out — having it read to you while you keep working, and knowing which session is still thinking — is the half nobody on Windows was serving when we last measured it.

Interfaces move : the layers are stable, the exact wording of a menu is not, which is why this page names what to look for rather than a path to click through.
